Can the memory in the Macbook Pro Retina be expanded, or does the tech spec 'onboard memory' mean it is stuck with what you buy it with?
The technical specifications of the new macbook pro with retina display says that the memory is 8GB to 16GB onboard memory. Does that mean you can't expand the memory later by swapping out some cards?

Oh yes...that's what it precisely means...you can't "upgrade" the memory after you buy. However you can configure it while buying but then once bought you are stuck with what you have bought.
