Does the iPod Touch require a gps chip in order for navigation apps to work properly? Where should I get one?

My GPS Navigation App will not work because it cannot get an accurate GPS signal in order to follow where I am on the map when I am driving. I have a Verizon Hotspot so having WiFi is not the problem.

The iPodTouch does not have GPS. It only has WiFi. There is no way to install a GPS chip in the device.

Your Map app which came as part of the original set of apps on your device will give you travel directions based on WiFi. It is not as accurate as GPS but it's all you have. If you prefer, you can download GoogleMaps for iPodTouch from the app store -- it's free -- I generally consult both GoogleMaps and AppleMaps because sometimes one or the other is off-base. In fact, sometimes they're both off-base!! I had a really bad experience with both of them while trying to locate a specific hotel in Rancho Mirage CA a couple if weeks ago. NOTE: if you had an iPhone, you would have built-in GPS and then both AppleMaps and GoogleMaps would run on GPS. Doesn't change the fact that one, the other, or both might be off-base for a particular location, though.
