Yes, You can. I did that and it works with Tim or any other provider.

The factory unlocked iPhones are GSM only, therefor will only work on GSM networks. Verizon and SPrint use CDMA so they will not work. AT&T, T-Mobile, and other GSM networks will work. Just note that some services do not support the iPhone 4S HSPA+(4G)
