Why does Apple's iPad 3 say WiFi + Cellular & not WiFi + 4G? Is there a difference between the two?

No difference, the cellular means 4g. So it is the exact same thing.

Because the new iPad is 3G and 4G (LTE) capable. Cellular is an easier way to say multiple network compatible.
