If I buy and iPad in NZ can I use it in a car in the UK to access the internet and how will charging work?

We are travelling to the UK and are considering purchasing an iPad so we can use the internet for accessing accommodation options etc while we are in the car.
We don't know how payment etc works e.g. Do we prepay for access to the web or is there some arrangement we are required to make through our provider of on line access in NZ.
