No, but it WILL fit (and just as importantly Sync & Charge) if you use the iPad dock instead.
After reading several reviews on this topic as I wanted a bumper and the ability to dock my lovely new iPhone 4 I was very disappointed to find it wouldn't fit if it had the bumper on.
A friend bought an iPad dock though and I thought I'd try it on the off-chance of it working - and it DOES! The iPad dock doesn't have the recess around the dock connector, it's just flat so you can just pop it in and you don't have to worry about jamming the phone in a slot that's not made to fit it, or have it wobbling round a dock that's too big for it (without an adapter). The flat base of the iPad dock means the base of your phone is supported along the whole bottom of the bumper and not just by the connector itself. Perfect solution.
