This dock uses the 30 pin connector so natively it does not work the newer devices. However to answer your question yes it will work with the adapter.

The charger works for idevices that have a 30-pin adaptor such as an iPhone 4S and lower versions, the iPad 3 lower versions, and the iPod Touch 4 and lower, you get the point, the ones with a lightning chargers don't work with this

No it will only work with the larger 30 pin dock connector not the lightning connector on the new 4th gen iPad
