When placed on the Mobee Magic Charger, the mouse seems to charge whether on or off. Does being on or off effect the charging performance?

Has anyone's Mobee Magic Charger burned out?
Mobee is less than 2 months old. Message popped up on my screen to say that one of my USB ports was being overloaded. Noticed a strong burning smell - Mobee was USB'd to my Mac. Now have brown burned patch and cracks on charger-facing side.

Does the charger work if placed on a non-wood surface such as a metal or glass desk top?
I was told it only works on a non-conductive material such as a wood desk.
