If you're on your home wifi network, it won't have any impact on your cell data. But, you can turn the device on and off when you're away from the home too of course. Having said that, the 'instruction' to turn on/off the device uses such a tiny amount of data you won't even notice it. An email will use more! Posting a photo or checking a website, again, WAY more. It doesn't matter how long the device is on for, it is only sending the 'instruction' itself which uses any data.
