Since there is currently no 'TRUE' 4G availability in the UK as yet presumably 3G packages will work in the interim on the new i-pad?

  No it's not true.
  
  Everything Everywhere is currently rolling out LTE, but compared to say Three, the data packages are too expensive with not enough download
