Can the USB port on the Airport Extreme or Express be used to turn a USB Printer into an AirPrint Printer?

No, an AirPrint printer comes from the manufacturer that way (with AirPrint specifications). However, there are other printing apps besides AirPrint.

No, not an AirPrint printer, but a network printer nonetheless.
"On the back of AirPort Express is a USB port that’s made for your printer. Just plug it in and instantly, it’s like having a printer in every room. And since AirPort Express works with Mac and PC, everyone in the house can take advantage of one centrally available printer."
As long as your computer / iPad has the appropriate printer driver, it should be able to print to the printer connected to the AE, or any printer on the network (including the Ethernet segments of the network.- Answered by Brian W from Belleville
