How accurate is the body fat % for competitive athletes (i.e. a low body fat percentage around 4%)?

The scales do this by sending small electrical impulses through the sensors on the top of the scales and then through your feet and then through the rest of your body. Based on the resistance the electrical impulses come across, this works out the muscle/lean mass, and also the body fat levels too.

Setting up several accounts for the same scale
It is important to understand the difference between an account and a user profile. An account can concern 1 to 8 user profiles.
An account is defined by the email and password used to access your personal space. All the user profiles linked to a specific account systematically share data (there is no possibility of restricting access to data of the different profiles within the same account).
You can use the same scale for several accounts. This enables each account to have private access to his/her dashboard and avoids sharing data with other users of the same scale.
There are two ways to create an additional user account for the same scale:
1. If you are not a registered user of the scale (you do not have a profile): create a user account (if you do not have one) at my.withings.com and then install a new scale, specifying that your scale is already configured for WIFI and follow the online registration process.
2. If you are already a registered user of the scale: ask the account holder to make you "independent". To do this, he must select your user profile and click on "Info" and then "Make independent". He must then enter your email. You will receive an email asking you to define a password.- Answered by John G from Brisbane

Today, the scale does not send the body analysis data to Weight Watchers website. But, they are several other health&fitness services partnering with WIthings : Lose It!, Runkeeper, DailyBurn, Google Health...etc...

I need the scale to recognize 120-200 individuals. Are their adaptable programs for the scale to use in schools?
I am always looking for ways to integrate technology in the classroom. My emphasis in teaching is fitness. This scale is a necessary tool that will allow students to, and myself, monitor their individual progress with privacy and confidentiality. So Withings, do you think you are up to the challenge? I will be more than happy to be your laboratory, your springboard, your pilot.

At $160, you would probably be better off buying a dedicated shipping scale. They are a fraction of the price and are very accurate.

Is there a required type of floor to place the scale on before weighing such as tile verses carpet?

Out of the box, the scales can be used on a hard floor (wooden floor, tiled floor) There is in the box however, some feet which can be attached for use on carpets.
This is just a personally preference but I always prefer to use scales on a hard surface. So what I do on my carpeted floor is, I place a piece of wood (larger than the scales) underneath and I then place the scales onto this, this then gives the scales a solid/hard surface to work on. In the instance I have just described I have not attached the feet for use on carpets.

How does this scale react to guests? I.e., what happens when someone not associated with an account or a profile steps up on the scale?

The way that these detect users is by their weight. So for example my scales know who has stepped onto them due to the weight difference between me and my girlfriend.
If a person who was not associated with the scales stepped onto them, providing their weight was either a bit lighter of heavier than the recognized users, in this instance the measurement would appear has a unassigned measurement on the My Withings web dashboard, due to the weight been a fair bit out of the range of the recognized users.
From what I found out on the Withings forum. It is possible to create a user for a guest, then when that guest is no longer going to be using the scales, you can delete that guest by doing the following:
To delete a user, select it on the dashboard, then press the info button on the top, and then press delete.
For your information, Withings have a forum, I thought you might find it useful for incase you have any further questions. I'm unable to post the link to it, but if you type withings forum into Google, you should be able to find it.
