Can I remotely full control my Mac Mini Server that host in the datacenter from my Mac in office?

Yes.
Apple includes both Server Admin and Workgroup Manager on a second DVD, which are GUI tools which run on your local Mac and provides full remote management.
Likewise you can always use VNC (Apple calls it "screen sharing") to access the server's GUI remotely, and launch ServerAdmin and all the other Server-related tools as if you were siting in front of the Server itself.
If command line is more your style, SSH (standard remote shell access) is always available.
We use OSX Server in our data centre, and we manage the device remotely from our offices all the time. I use a combination of ServerAdmin, Workgroup Manager, VNC, and SSH to do everything remotely.- Answered by Chris K from Calgary
