Yes, you can surf the internet, or go into ANY app you have on your device while connected to a TV, and SEE IT ON THE TV. This only works for jailbroken iphone's, and ipod touch's, though. If your device is jailbroken then the package name is "ScreenSplitr" in Cydia.

Display photos or video on a TV or other video device using a Component AV Cable or Composite AV Cable if you have an iPod that plays video.

I'm not sure how the component AV cable works but I know that I was having problems with my cables working with my iPhone 3G S but no problems with my iPod touch (2nd generation) This is something you may want to try, go into settings on your iPhone or iPod touch and check the TV signal, try toggling between NTSC and PAL and see if that works. It resolved my issue and I can watch youtube videos on any TV with standard RCA jacks.
