If i buy the parallel desktop 8 will i have to buy windows software? and will i also be allowed to play windows games on it?

You will have to buy the operating system of your choice, e.g. Windows XP, Vista, 7 (or 8 when it's released). Once you've installed this — a process largely managed by the software — you can then buy and install other software.
Parallels is virtualisation software: it essentially creates a virtual computer onto which you can install various operation systems, and then install applications onto that.
Games can be played as normal on Widows: by installing and running them. Because this runs on top of the OS X operating system, the games will not run as fast as if using Windows natively. If this is a significant problem, consider using BootCamp.- Answered by Benjamin M

You can also install other operating systems, such as Linux. In fact, you can create multiple virtual machines, each with a different OS. For example, you could have one that uses Windows 7, another that uses Windows XP, and a third that uses Linux. All three appear in a list format and you can easily switch from one to another. Of course, you must own any of the OS's that you install.
