The machine, the Apple TV should work anywhere where you can download iTunes videos, etc. All the Apple TV does for that is read it off of your main computer using the iTunes you have installed there.
The other services, it's less certain that they will work. I could not access Netflix from Greece. If you want to check, try to subscribe using a Browser to the services you are interested in to see if the service have a good enough world wide network bandwidth and the international agreements in place to stream content in your region.
