In short no.
At least if this version is implemented the same as it's predecessor. The client side is a Java Applet which is downloaded from the FinalCut server the first time a client connects.
I've found the original FCP Server works well, even over standard Business Grade ADSL connections. However you will have to expend some effort to configure the server so that it does not try to send you high res (large file) proxies for review/editing. …More- Answered by KG from Harlow
