Answer
Safari is just a browser -- an interface between you and the wonders of the internet. It's not the internet itself, so you need a path to the internet. Either wifi access or broadband (including 3G, 4G, LTE etc) is a mandatory prerequisite. Without one or the other, Safari simply won't work other than to give you access to cached files.
