Yes you can! My Hard Drive was getting full from all my digital media i.e. Pics, Music & Movies so I transferred them from my iMac to my TC & erased them from my iMac. If I ever want to view any of my pictures, listen to any of my stored music or watch any movies I just go to my finder & click on my TC & click on the appropriate files to access whatever media I want to? It's that easy! You just drag & pull your files from your hard drive to your TC, you can set up different folders & name them like pics, music, movies, etc. & store them however you want & access whenever you want!

You could rely on a Time Machine backup or copy photos to it. Remember, unless you do something to prevent ultimate erasure, the oldest backups are deleted as more space is needed. Also, many users are reporting Time Machine failures after about 18 months (which may or may not be a problem with the newer models). Since all hard drives are ultimately subject to failure, it would be a good idea to copy the pictures you want to save onto a DVD, Blue-Ray, or other "permanent" storage medium, as well as using Time Machine or some other external drive. Even with a DVD, technology changes from time to time, and you will want to copy from the DVD to a newer medium when it appears that DVD support is on the way out. How many of us still have video cams of our children's school sports and other activities stashed away on unaccessible media?
