Yes. After you install Snow Leopard and have it running, go back to the install DVD and within Utilities you will find installation for xcode.
I bought my $29 Snow Leopard DVD (10.6.3) from the Apple Store in late October. It was not an upgrade, but the full version and can be installed on a freshly formatted partition, or over Leopard, or over Tiger. It just doesn't have iLife and iWorks.
The Snow Leopard install requires: 1) Intel-based Mac, 2) 1 GB Ram, 3) 5 GB drive space, 4) DVD drive.
