I live i a rural setting with very slow ISP...1.75 Mbps. Is this too slow to effectively use Apple TV?

I have a rural "line of site" high speed Internet connection (antenna) slower than yours and it works fine.

Apple TV Use your Local network, not your ISP. Apple TV will work great.
