The Belkin has overvoltage protection so you can still charge an iPod/Phone in the 2.1 Amp slot. Does this one offer it also?

Yes. The amperage rating refers to the maximum current that particular slot will allow. The device being charged will draw only the current it needs. So you could charge an iPhone in either slot or 2 iPhones using both slots simultaneously, but an iPad can only be charged correctly in the slot labeled 2.1 amps, whether or not an iPhone is being charged in the other slot.
