Can i use airport express to create a new wireless network?
My grandparents don't have any internet. Can the Airport Express create a wireless network at my grandparents' house?

Well, it can technically create a wireless network, however you do need a paid internet subscription in order for it to connect to the internet.

It sure can. A wireless network doesn't necessarily need an internet connection.
