Unfortunately it won't. Jam Packs are compatible with Garageband and Logic, both of which are specific to OS X.

The answer is it depends. If the Windows music program supports the Apple Loop format for music loops, then the loops will work with your Windows PC. I believe that there are converters as well that will also help you convert the loops into a format supported by a Windows program - such as Sony's ACID or Cakewalk's Sonar series.
