"Remote controls" use a pulse of light between the remote control handset and the device it is controlling. The "IR" stands for "infrared" light, which is the most common method used in remote controls. Infrared light signals are invisible to the human eye.

IR = Infra Red
A remote that sends information via modulated infra signals (as opposed to using your local WiFi network which is the medium used by some remotes)
