If I purchase the IPAD 3 with wi-fi + cellular, can I just use the wi-fi without purchasing a cellular plan. May need in future?

Yes you can use you iPad 3 with just wifi without the need to pay for cellular plan. I have an iPad 3 LTE as well and only pay for cellular plan when I'm traveling. If you travel internationally you may use you iPad with other providers since it comes factory unlocked.
