Do I need to have a network plan to have the iPhone?

Im looking at an iPhone, but I really don't want to get a data plan ( I have wireless ). So I was hoping that their would be a way to get the iPhone, but not have a network plan.

    no you can buy an unlocked iphone no network plan required" and you can put it to almost any carrier but not cdma carriers"
