Proposers who do not have purchasing authority are the only people who must create a proposal. If you are shopping for yourself, or if you are an Apple authorized purchaser, you may skip the proposal creation process.
When your proposal is final, click the Create Proposal button.
Click Add to Order if you do not see a Create Proposal button.
Remember that creating a proposal does NOT send an order to Apple or encumber funds.
