If you want to request equipment for your school but are not authorized to spend school funds, you may use your school's Apple Store to create proposals that will be approved by your school's purchasing agent.
Create your own account in your school's store.
No authorization is required. You can click on 'Your Account' link on the menu bar and this window will open where you can enter your information.
It is not necessary to create an account until you are ready to create a proposal, but it is more convenient to sign in before you start shopping.
